Is that rebar? Nope. Upon closer inspection it is a actually bamboo reinforced seawall. Used in Southeast Asia for decades, some prefer it over iron reinforcing when it will be in contact with seawater, although engineering research is divided as to its effectiveness. This wall looked good when finished, but was completely destroyed 2 months later in a tropical cyclone. To be fair though, the same wall with conventional reinforcing wouldn't have fared any better without a deep foundation.
